The purpose of this article is to approach the subject of dealing with the basis for the theory of ushul fiqh. This theory has been developed over the past years and it has passed through various stages, and if we are to understand it, then it is necessary to understand the stages of its development. This development is divided into two phases, namely, the first phase which is represented by the founders of ushul fiqh and the second phase which is represented by those who developed it in the later stages. Then, this paper focuses on the second phase of ushul fiqh. This paper discusses the subject of fiqh and its various aspects, namely, the history of fiqh, the basis of fiqh, the basis of the position and the purpose of fiqh, the subject of fiqh, the subject of the Shari'ah, the subject of difference of fiqh, the subject of the Islamic state, the subject of politics, the subject of the Arabic language, the subject of the history of ushul fiqh, the subject of the Qur'an, the subject of knowledge, the subject of ushul fiqh, the subject of the Qur'an and the subject of the hadith, and the subject of the discipline of ushul fiqh. This article concludes that the subject of ushul fiqh is the Islamic religion, and it is not possible to exist without using the Holy Book, the Shari'ah.
